There were 14 ranks in the Table of Ranks. Promotion in classes 14 (the lowest) to 8 were made at approximately three-year intervals. Promotion to rank 8 (Collegiate Assessor) entitled one to hereditary nobility. For classes 8 through 5, promotion normally occurred after a four-year period..

Appointments to ranks 4 through 1 were made only by the Tsar.
